To send photos to someone at FMC Carswell, mail real 4x6 prints to P.O. Box 27137, Fort Worth, TX 76127, with her full name and 8-digit Register Number on the first line. Most women at Carswell receive a color photocopy of each photo rather than the print itself, but the photos still get to her as long as the envelope follows the rules.
FMC Carswell is the Federal Bureau of Prisons' (BOP) medical center for women. It sits on the Naval Air Station in Fort Worth, Texas, and has a satellite camp next to it. Here's how to get photos to her right the first time.
Mailing address for photos
Use the BOP's inmate mail P.O. box, not the street address on the Naval Air Station:
[Full name], Reg. No. [Register Number]
FMC Carswell
P.O. BOX 27137
FORT WORTH TX 76127
If your loved one is at the satellite camp, the box is the same but the institution line changes:
[Full name], Reg. No. [Register Number]
FMC Carswell Satellite Camp
P.O. BOX 27137
FORT WORTH TX 76127
Two addresses to avoid:
- The street address (Naval Air Station, 1200 Meandering Road, ZIP 76114) is the physical location, not where personal mail goes.
- P.O. Box 27066 appears on some Carswell documents, but the BOP lists it as the staff mail address. Personal mail for the women held there goes to Box 27137.
You can confirm the address on the BOP's FMC Carswell page or on our pages for FMC Carswell and the FMC Carswell Satellite Camp.
Also don't mix Carswell up with FMC Fort Worth. That's a separate federal medical center in the same city, for men, with its own P.O. box.
The ID number you need
Every person in federal custody has a Register Number: eight digits written as five digits, a hyphen and three digits (for example 12345-678). It stays the same for her whole federal sentence, including transfers between prisons and medical centers.
Search her name in the BOP inmate locator to get the number and confirm she's currently listed at FMC Carswell. People in federal custody can be transferred, so it's worth checking the locator before each mailing, not just the first one. Our post on finding an inmate ID number explains the locator results in plain English.
Use her full committed name as the BOP lists it, not a nickname or married name the prison doesn't have on file.
Photo rules
The rules we follow for FMC Carswell and its camp:
- Size: 4x6 prints
- Limit: up to 10 photos per envelope. Larger orders go in separate envelopes.
- Not allowed: nudity, sexual content, gang signs, weapons, drugs or money
BOP policy prohibits photos showing nudity or sexual acts, and Polaroids and instant photos aren't accepted. Send real photo prints, not pictures printed on plain paper. Everyday family photos are what mailrooms expect: the grandkids, the dog, birthday cake, a new haircut, the garden she planted before she left. If you're on the fence about one, see what photos are allowed in prison.
Don't include money with your photos. The BOP says funds sent by mail go to its processing center in Des Moines, Iowa, never to the prison.
What your loved one receives
Since November 2024, federal prisons other than minimum-security facilities have photocopied all incoming general mail, including photos and greeting cards, and handed over the copy. The BOP announced the change in a message from the Director, noting that photos are copied in color.
For Carswell, that means:
- FMC Carswell (main institution): she receives a color copy of each photo.
- FMC Carswell Satellite Camp: minimum-security camps fall outside the photocopy rule, so original prints are generally still delivered. We haven't yet confirmed this for the Carswell camp specifically.
A color copy still shows every face and every smile. Sharp, well-lit prints make better copies, so choose your clearest shots. Our post on prison mail scanning covers how copies, scans and originals compare.
Step by step
- Confirm where she is. Look her up in the BOP inmate locator and note her Register Number.
- Check whether she's at the main institution or the camp, so the institution line on the envelope is right.
- Pick your photos. Clear, recent, and free of anything on the not-allowed list.
- Print them as real 4x6 photo prints. No Polaroids, no printer paper.
- Keep it to 10 photos per envelope. Split bigger batches.
- Address the envelope to P.O. Box 27137 in the format above, with your full return address in the top left corner.
- Mail it by USPS and allow a few days for the mailroom to inspect and copy it.
Or skip the printing and addressing: on InmatePics, choose FMC Carswell, enter her Register Number and upload your photos. We check the BOP locator to confirm her name and that she's still at Carswell, print real 4x6 photo prints, address them the BOP's way and split them into envelopes the facility accepts. You see what she'll receive before you pay. It's $0.99 per print plus $4.99 per envelope, with no subscription.
Tips to avoid returned mail
- Use Box 27137. Not the street address, not the staff box.
- Put the Register Number on every envelope, right next to her name.
- Include a full return address. Mail without one can be refused.
- Re-check the locator before each mailing. If she's been moved to another facility, or the locator shows a Residential Reentry Management office (a halfway house or home confinement), the Carswell address won't reach her.
- Keep the envelope plain. Photos and a letter, nothing taped, glued or decorated, and never cash.
